KMM will implement a strategic marketing plan to support the OTC in enhancing their current tax collection efforts by fully utilizing the foreclosure process.  This first of its kind effort is designed to streamline the foreclosure process and aggressively break the cycle of delinquency on properties subject to tax foreclosure.

KMM through its comprehensive marketing strategy will solicit and procure interested bidders for OTC referred properties.  By procuring bidders, the OTC's legal service providers will have the opportunity to increase the number of foreclosure actions per year which will yield positive collection results.

The OTC is responsible for collecting business, property, and special assessment taxes in Mecklenburg County in addition to tax collections for the City of Charlotte and the Towns of Cornelius, Davidson, Huntersville, Matthews, Mint Hill, and Pineville.  The OTC's goal is to maximize tax collections. The OTC's strategic business plan focuses on creating an environment that maximizes tax collections this includes implementation of a comprehensive foreclosure strategy that includes development of a pool of potential bidders, and utilization of a comprehensive marketing strategy. The OTC then refers commercial and residential properties with delinquent taxes for which all other collection efforts have been unsuccessful to their legal services providers for foreclosure.
