Many times after a sale price has been agreed to, the homeinspection raises issues that the buyers were not aware of. After all, if you pay somebody money to look at a home and find something wrong, they will probably find a long list of things that are wrong. This can range all the way from a loose doorknob to termite infestation.
HUD properties provide the buyers with a list of items which have been checked, its called the PCR. Everyone should look at the pcr before putting in an offer, and evryon should have a home inspection besides the pcr.

Rarely will HUD make a price reduction based on new information, so plan accordingly.
When purchasing a non HUD home you will most likely have the right to have a home inspection. You usually will have time built into the contract to absorb the results, get some price quotes, and decide if further negotiations are in order. Sometimes a home is advertised as AS IS. Then you can make your original offer accordingly, knowing that negotiations will usually not be possible.
