There are two groups of buyers that many of our more local buyers seem to not consider when contemplating purchasing a HUD home. The first group is "bulk buyers/investors".  Individuals in this group have often made offers "sight unseen". The second group is homeowners relocating from areas with "high price tags" homes and high taxes. Both of these groups have a tendency to offer close to list price, and some offer over list price. Inventory in our area is tight. I take the time to explain to buyers the interaction between limited inventory and buyers (bulk buyers and out-of-area). I feel that being made aware of the competition will assist buyers in making a more thoughtful offer. And this may increase the percentage of buyers labled as "Owner Occupants".
